Every day there is another plan to stop spam, so I'm not going to try and track them all here. They all have their advantages and disadvantages, and a number of them in concert might actually make email bearable and useful again.
One way I don't think we're making enough use of, though, is simply to deal with spammers in our local area. Whenever I get a UK-based piece of spam with a phone number, or from an identifiable ISP who are trustworthy I give them a call, confirm it's them and shop them to their ISP. Hopefully we can make outweigh the marginal return they get from dopes buying their service with the amount we cost them dealing with the connection being down or coping with people complaining.

I'm only listing people here who have confirmed they sent it out. Please don't break the law, but if you trust me to not be lying about their behaviour, then you might want to enquire why they are sending spam.
